The Founding of IPPFoRB
In June 2014, a significant initiative was launched to address the growing need for international coordination on freedom of religion or belief—specifically from within the political sphere. The International Panel of Parliamentarians for Freedom of Religion or Belief (IPPFoRB) was created through the initiative of Abid Raja, a Norwegian Member of Parliament and Chair of IPPFoRB, and was hosted by Stefanus Alliance in Norway. Over 30 parliamentarians from around the world gathered in Oslo and signed the Oslo Charter, marking the formal beginning of the network.
Supporting Free Expression and Global Engageme
In 2015, IPPFoRB received support from Fritt Ord, a Norwegian foundation dedicated to promoting freedom of expression and public debate. This enabled the organization to host a major international event in New York, followed by another in Germany in 2016, under the patronage of Chancellor Angela Merkel. These gatherings helped establish IPPFoRB as a respected global platform for parliamentary engagement on FoRB issues.
Establishing the Network and Secretariat
During this period, IPPFoRB focused on building its internal structure and expanding its reach. A dedicated secretariat was established, and the network grew rapidly—eventually including over 400 parliamentarians. This phase laid the groundwork for sustained international collaboration and operational stability.
Strengthening Administrative Capacity
As the network matured, attention turned to developing robust administrative systems to support its growing activities. This included refining internal processes, enhancing coordination mechanisms, and ensuring the long-term sustainability of the organization’s work.
Responding to the COVID-19 Pandemic
The global pandemic posed significant challenges to international engagement. Nevertheless, IPPFoRB remained active and resilient. While in-person meetings were suspended, digital platforms enabled continued dialogue and collaboration. The commitment to advancing freedom of religion or belief remained unwavering.
Leadership Transition and the Nairobi Global Conference
A new chapter began with a leadership transition and the convening of the Nairobi Global Conference. This milestone reaffirmed IPPFoRB’s mission and introduced new strategic initiatives, including the development of regional academies. It marked a moment of renewal and forward-looking vision.
Transitioned Back into Stefanus Alliance
In 2025, IPPFoRB formally transitioned back into Stefanus Alliance. This reintegration strengthened the organization’s institutional foundation and signaled a continued commitment to its core values and global mission.
